Why surge watts is a separate column from running watts

Running watts is what a device draws once it's operating steadily. Surge (or startup/peak) watts is a brief spike some motor-driven appliances pull for a fraction of a second when they first switch on — a compressor, a pump, a power tool. A power station needs a surge rating that clears this spike, on top of enough continuous output for everything else running at the same time, or the device can fail to start even though its running watts looked comfortably within range.
